compensation

I sustained injury to my hand through severing through my flexor tendons and have had to have two operations which have only been partially succesfull, the injury was caused while i was recycling some tins at home and tried to pull the lid off a corned beef tin, the council advice to crush and minimise the size of  tins and cans before they are placed in the blue storage box, had i not been following the councils instructions then I can say that this accident would have been avoided, I am now left with a partially deformed hand and wondered if i could claim compensation from my council ?
