compensation amount expected for broken neck?

my neck was broken in a car accident in sept 2010. insurance solicitors are handling claim. blame has been apportioned completely to other side. nobody can tell me what would be fair compensation. how do i know if the offer is fair? how can i compare my offer? solicitor says it is not possible to tell me what is fair. it is understood that there are variables in each case but there seems not to be any way to gauge what is fair. is there perhaps a website or even a government advice service that will give impartial guidance on what to expect?

There is something called the JSB Guidelines which tell you what your compensation should be for injury from a road traffic accident. Standard whiplash injuries and the more complicated ones are listed in there. You can buy the book from a bookshop such as waterstones etc. However your solicitors are right until they get a medical report from a doctor they cannot really ascertain what your damages will be.
