Local Authorities stretching resources which could lead to more claims

This cannot be classed as a question but more an observation. I was chatting to a Highways Inspector in my local area and he was telling me that he now has to inspect playgrounds amongst other tasks. He is finding his time is now stretched, limiting the time spent on his main duties...interesting??
