Statute of limitation is 3 years from date of injury or date of crash whichever is the sooner, so a crash from 10 years ago puts you outside limitation.
Once the claim was settled, you will probably have signed a document in full and final settlement, which means that the case has been settled and that it cannot be re-opened.
As mentioned, the independent medical expert will have provided a report with a long term prognosis, and if that report stated that you may have long term problems, or that you would need long term treatment, this would have been allowed for in your settlement figure.
So, long story short, unfortunately the chances of getting your case re-opened are zero I am afraid
