car crash

Is it normallin England, that if i had car crash, police don't want to come and see? I have my car totally crashed, it was new Volvo! It cost me a lot of money! Preparator of this accident didn't want to admit that it was his fault. What can I do with this now?
I have small headache, is it personal injury as well?
