hit 2 cars in the rear

About 6 wks ago my husband,54, was involved in a car accident where he hit 2 cars in the rear & was at fault. He was coming around a winding exit turn at 20mph when the sun blinded his vision & he didn't stop in time for 2 vehicles in front at a yield sign.
Anyway, from what he told me, the lady directly in front of him was hit & she needed to have her car fixed. The 2nd lady in front of her was barely touched (her car) maybe a scratch, but that was it to the car.
Apparently, on the scene the lady with the damaged bumper claimed she was not hurt-(anyway nothing obvious to make me think something serious to come out of it.)
The 2nd lady was a "joke" to even the officer who was talking with my husband- bc she seemed to overreact- she immediately called her husband, & was take by ambulance to a hospital.
