I want to stop proceedings and I'm told I might have to pay costs...

In April 2007 I slipped and fell and I made a claim against the local council.
From the start I've not been confident my claim would succeed - I had a drink and I was running at the time - but I was assured I had a case so I got a witness statement off the person who was at the scene and started proceedings.
The local council have declined responsibility and it looks like I'll have to go to court - I told my solicitor I didn't want to go to court and was fed up with the case which was now getting on for 2 years; I was then told I would have to pay solicitors costs if I stop proceedings now! I haven't signed to go to court.
Now I feel as though I'm being forced to proceed to court when I really don't want to. Is there anything I can do?
Is it correct that I would be responsible to pay solicitors costs. I just want to end it, I've had enough. There's a witness we can't contact amongst other things which has led to my decision, surely they can't threaten me with solicitors costs if I don't go to court, can they?
Any help would be appreciated
