Yes there is a time limit.

You have 3 years from date of injury or date of knowledge (whichever is the sooner) in which to issue proceedings unless there are very special mitigating circumstances, for example lack of capacity.

This is called statute of limitation.

Therefore the statute of limitation has expired I am afraid.
