Who's to blame?

I was approaching traffic lights which were at green,there were two lanes and i was travelling in the right hand lane. A Car was parked on opposite side of road with indicator on (facing oncoming traffic and facing direction i was going in) There was an island at the traffic lights and cheverons marked on the road. A van passed the car and i assumed they had seen me and were waiting until i'd passed. They pulled out infront of the island,over the cheverons and into my path. I slammed on brakes and due to wet roads,i slid into the back of the car. Damage to my car was extensive,i've been advised i should get it written off. Damage to third parties car was a small dent. Who would you say is to blame here? Driver said he "never seen me" when he got out.  Thanks
