terrible accident

Hi few weeks ago I had a terrible experience. I had a road accident. I go back at home and other car hit me back on cross road. Deal go away. Two days later Police identified him, but he
hasn't any insurance. I was 4 weeks in hospital. I have problems with my neck and with my teft arm. What can I do now? Who will paid my compensation. Can I go to Civill Reckoning?
