trip accident

hi i had an accident in dec 08 fell over a mini lamp post that kids pushed over unknown to myself after going out jogging i took phots etc and had to have a operation did speak to a claims agency but did also try and go to the council myself i gave them all the earnigs i lost which was £1600 and asked if they would settle due to the defect otherwise woul seek legal advice they came back with a £ 4000 offer i was out of action for approx 6 months i had a double cartlidge tear is this a good settlement or should i go through a claims agency if you could help thanks jon
