UNINSURED UNREGISTERED DRIVER CRASHED INTO MY PARKED CAR AND RAN AWAY

2 nghts ago at 12.30 at night, my car was parked on the street as normal and was crashed into by 2 drunken uninsured joyriders who had bought the car with no MOT, no tax and used cash but were not the registered keepers of it therefore there is no record of them at all to put in a claim against them. they ploughed into the back of my Â?3500 2004 vauxhall vectra  causing extensive damage to the back end and totally writing their off thier Â?150 1995 peugeot 306 in the process... i heard the crash and jumped up to look out of the window just in time to see the passenger scramble out of the vehicle and run away (driver had already ran away) and i went outside to investigate while my wife rang the police. i then noticed the passenger walking further up the street with another person looking down at what they had done. they walked down towards me and it was then that i noticed they were off thier faces on drink and drugs and falling all over. the passenger claimed that the car had just been stolen out of his yard 10 minutes earlier but he could see by my face that i knew he was lying, although i didnt mention it because i haf expected him to pull a knife out and stab me for being a whitmess!. the woman he was with (also high on drugs) then scrambled into the car, put her keys in the ignition (which were in her pocket, proof when was driving the car in the first palce) while i was standing there, told the man to get in the car and tried to start it to drive away (while still fused to the back of my car!) but it failed to start so they then calmly walked off down the street not to be seen again. the police arrived a few minute later and i gave them a good description of the couple and they ran the cars registration and thats when they discovered it was uninsured and the registered keeper had sold the car months before, this is where the trouble starts...
I rang my insurance company the next morning to report it and they told me that as i was fully comprehensive covered my car would be repaired but that i would have to pay a Â?250 excess and that i would also lose my 3 yrs no claims discount because there was no details of the other drivers to claim against! I am absolutly discusted that this is allowed to happen to me as i have done absolutly nothing wrong here at all! i am fully comprehensive insured, my car was properly and legally parked up at night and it was hit by uninsured unregistered joyriders who then just walked away leaving me to foot the entire bill !!!... i have also discovered that when my no claims bonus is took, when im due to renew my insurance  in 2 months time i will then have to pay Â?690 instead of what would have been Â?320 through no fault of my own... is there anything that can be done about ths? can i claim compensation from anywhere for this kind of incident and in my eyes the person who is actually the registered keeper of the other car should be held accountable for the damages to my car since they failed to send off the logbook with the new keepers details when they sold it, although the police dont see it that way and are refusing to give over the details of the registered keeper! any help here would be greatly appreciated! ????

I am sorry to hear what hppened to you. Althought i cant offer much assistance all i can say is that you might want to try Motor Insurers' Bureau. They maybeable to help. Its worth seking their advise.
