dishonest employer-is he right?

I've a question regarding my employment and pay. Last my employer cut a weeks worth of pay. It'a a wonder but he's deducting a weeks worth of pay and spreading it out of the period of 1 month and still requiring employees to work a full 40 hour work week. I wonder, is it legal activity?
