1st Central Car Insurance- what my legal rights and obligations

What to do if i am involved in an accident? I have road accident in the motorway near London. The police to find another driver-car  guilty of doing accident. he is insured in the 1st Central Car Insurance.I would like to know what to do and what my legal rights and obligations are.

You were'nt a culprit this accident so you can claim a compensation frim the 1st Central Car Insurance. What did you suffer detriment to health?

i reversed into a stationary car when it was parked illegally. The owner of the other vehicle intends to claim agaist my insurer's 1st Central. The other driver was on business but admitted to not having  a Business User Clause. He subsequently delivered a quote fo damage repair. I believed it to be bogus and rejected it.
